Who is TBBC?
- TBBC is a bureau of the New Jersey State Library.
- TBBC is a regional library of the National Library Service for the Blind and Physically Handicapped, a division of the U.S. Library of Congress.
What is Outspoken Library?
The Outspoken Library provides information on the no-cost, home delivered, accessible reading services of the New Jersey State Library Talking Book & Braille Center (TBBC).

In addtion to learning more about TBBC and its services, users can also use SiteCues®, a browser feature designed to magnify and read text on a webpage.
Who is Elegible for TBBC's Services?
TBBC serves New Jersey residents of all ages who have difficulty reading printed books due to:
- Physical impairment

- Vision Challenge

How do I apply for TBBC's Services?
- Ask your librarian for an application
- Download an application at www.outspokenlibrary.org/services/apply
- Call TBBC to request an application: 800-792-8322
Your application must be certified. Once it is certified, you can return the application to TBBC:
- Fold the application in half and mail it.
- Fax it to TBBC at 609-406-7181
- Scan it and email it to tbbc@njstatelib.org
