WPL COVID 19 Re-opening Policy - November 2020
The Wayne Public Library (WPL) embraces the responsibility of providing library services to the public while supporting the health and safety of our service community and staff.

As the State of New Jersey continues in its reopening in response to the lockdown necessitated by the Covid-19 global pandemic, the WPL Board of Trustees has approved modifications to its existing policies and procedures to ensure a measured, thoughtful, and safe reintroduction of in-person services.

The below modifications supersede any previously adopted policies or practices. These modifications will be periodically reviewed by WPL and updated in response to changing conditions. When they are updated, the modifications will be posted on our digital platforms as well as in our facility. Modifications will be made at the direction of the Library Board of Trustees, at the discretion of the Library Director, or in response to a mandate, order, or recommendation from a superseding authority.

The adopted modifications are as follows:

1. WPL will be open to the public during the following hours, starting July 8, 2020: Monday through Friday, 9:00 AM to 5:00 PM, and Saturdays 10:00 AM through 5:00 PM. On Tuesdays, WPL will be open from 9:00 AM until 9:00 PM. WPL will be open on Wednesdays from 9 AM to 9 PM starting on September 9, 2020, and on Sundays from 1 to 5 PM starting on September 13, 2020.

2. Building occupancy will be limited to 100 visitors at any one given time. 

3. All members of the public will be required to wear a face-covering over their nose and mouth during the entirety of their stay in the building. Children under the age of 2, and those for whom doing so would inhibit their medical health, are exempt.

4. A minimum of six (6) feet must be maintained between individuals who are not of the same household (“social distancing”). As a guide, the combined width of two standard library shelves equals 6 feet.

5. Children under the age of 13 must be accompanied by a guardian or parent while in the building.

6. Public computer sessions will be limited to two (2) hours a day for Wayne cardholders, and one (1) hour a day for all others.

7. Upon request, holds will be available for self-service pick-up from the front vestibule starting on December 1, 2020. Curbside pick-up will be discontinued starting December 1, 2020.

8. Requests for materials owned by other PALS Plus libraries will be honored and can be delivered between PALS member libraries. Requests for items outside of the PALS Plus consortium are suspended until further notice.

9. Any and all materials returned since July 2020 will have late fees waived until further notice.

10. Returned items will be quarantined for three days, during which time they will remain on the patron’s record. 

11. In-house programming will resume at the discretion of the Director and with the guidance of the Board of Trustees.

12. Only one (1) Quiet Study Room will be accessible and available to the public, with a maximum of two (2) people allowed in the room at any given time. Usage of the room can only be guaranteed for a maximum of two (2) hours a session. Should no other patron request usage of the Quiet Study Room, the original occupant(s) can continue using the room. Once a new request for usage has been received, the original occupant’s session will end. Identification will be held at the Reference Desk for the duration of the session, and returned upon the end of room usage. The room will be disinfected between reservations. The room cannot be used until after disinfection.

13. Meetings Room A and B will be available for meetings starting July 15, 2020, only as a combined room during the library’s modified operating hours, with a maximum of twenty-one (21) occupants at any one time, and for a maximum of two (2) hours. Should no tables be used, a maximum of thirty-five (35) occupants will be allowed at any one time. Identification will be held at the Circulation Desk for the duration of the session and returned upon the end of room usage. The room will be disinfected between reservations. The room cannot be used until after disinfection.

14. Subscriptions to print versions of daily newspapers have been suspended until further notice.

15. Public restrooms will be limited to one (1) person, or members of one household, at a time.

16.Tutoring sessions will be restricted to the following locations in WPL: Meeting Rooms A & B; Children’s StoryTime Room; the GAFMC Board Room; and the Mezzanine Training Room. Registrations must be made through WPL’s website for designated blocks of time, and subject to all other library and public health restrictions in place.

17. Anyone wishing to enter the Library will be required to submit to a non-contact temperature scan at the main entrance. Anyone registering a temperature of 100.4 degrees or higher will not be allowed into the building. After an initial scan of 100.4 or higher, anyone wishing to use the facility can wait outside of the building and attempt a second scan 10 minutes after the initial scan. Should the second scan also be at or above 100.4 degrees, entry into the building will not be permitted. This clause will go into effect upon implementation of the required hardware and technology.

18. Any Library user, by virtue of visiting the facility or using library materials, acknowledges the contagious nature of Covid-19, and agrees to voluntarily and exclusively assume the risk and sole responsibility for any aspect of injury, disability, illness, death, damage, loss, claim or expense of any kind that may be experienced in connection with library use.
